There is a well-known saying, ‘people in glass houses shouldn’t throw stones.’ It can also be a wise bit of advice – just ask Councilman Andre Noodle Noo Rainey in Peekskill.

Rainey has readily adopted the all too familiar tactics of the Peekskill Democratic Party – to personally attack anyone they do not agree with and to do so is such an organized and extremely vicious manner. Rainey has recently launched a slanderous and vile social media tirade against a community member that Mayor Catalina nominated for a position on a local board. InsidePEEK has received multiple examples of these posts by a few of our readers. This local resident has a record of community outreach and has personally helped many residents in need. According to one reader – this person is even a relative of Rainey’s! Political power, real or perceived, can cause someone to feel superior and untouchable, causing serious miscalculations and missteps. This is precisely what has happened to Rainey. He feels he is above criticism and scrutiny for his own actions – and even above the law!

InsidePEEK has learned that Rainey is avoiding arrest for an outstanding warrant against him for a theft he committed in Morrisville, NY (Madison County) just east of Syracuse. Thanks to a ‘courtesy card’ given to him by a policeman friend, Rainey was able to avoid arrest for this outstanding warrant when pulled over recently for speeding upstate. When the attending officer searched Rainey’s name in the police database the outstanding warrant information showed up. Thanks to the officer’s loyalty to the ‘courtesy card’ he allowed Rainey to leave – but refused to return the card. So, Rainey’s ‘stay out of jail’ security is gone. It is now just a matter of time until he is picked up.

When Mayor Catalina learned of this unlawful behavior and arrest warrant, he called on Rainey to do the right thing and resign gracefully before the City Charter must be imposed to remove him. There is also Rainey’s Las Vegas history (yet to be exposed) that forced him to move to Peekskill in the first place.

It has been suggested that Rainey’s inexperience and child-like thinking has enabled him to be manipulated and used to carry out the Democratic party’s agenda. One reader even referred to Rainey as “a tool of the democrats to carry out controversial and destructive attacks against their enemies while shielding themselves from blame.”  If this is true, then he truly has been used by the Peekskill Democratic Party leaders and council colleagues.

This adds another notch to the long list of disturbing and illegal activity by members the Peekskill Democratic Party. A list that Jacob Marley would call “ponderous in length” and growing. Now that it is 2017, a local election year, how will the Democrats defend these illegal and unethical acts? We are told that McKenzie has recently decided against running for mayor due to her and her family’s history. Who will be their candidate for mayor then?  Paglia or Talbot as has been suggested? InsidePEEK has learned that desperation is starting to impact the Peekskill Dems and the party may need to rely on former failed candidates to run for office again due to the lack of viable and/or willing candidates. We will find out soon.

Paglia’s Thanksgiving Eve Brawl in Peekskill

Arnie Paglia and Councilman Noodle should have named the event “Thanksgiving Eve Brawl!”

InsidePEEK has learned that, once again, the Arnie Paglia/Division St. Grill Democratic Party connection has backfired on the citizens of Peekskill. The annual event hosted by Paglia and his newest sidekick Councilman Noodle ended up in an all-out brawl on the streets of downtown Peekskill!

Holding true to the old adage that ‘nothing good happens after 2 AM’ when drinking is involved, Paglia and Noodle’s ‘Party’ proved just that. Peekskill Police responded to a 2:30 AM Thanksgiving morning call of a full-scale brawl taking place outside of the Division St. Grill restaurant owned and operated by Arnie Paglia. It was so large and out of control that back-up was needed from the State and County Police! Arrests were made and stiff fines await Paglia from the NYS Liquor Authority. When asked at the last City Council meeting about the incident Noodle responded that he didn’t know about it because he “was just walking by when it happened.” Really? Just walking by a party that you were a part of? At 2:30 in the morning?!

This is the last thing Paglia needed. He is in the middle of a battle with Mayor Catalina over his illegal residency claims (see previous post below) and continues to alienate customers while facing an empty restaurant night after night. The fines he is facing, upwards of $5000 worth, could be the final death nell for his business.

Noodle has problems of his own and any negative publicity from the “Brawl” only add to them. He is the subject of a recent Domestic Incident Report (DIR) by his baby momma which could be troublesome for his employer (the VA in Montrose) and he is sweating the exposure of his Las Vegas past that would be devastating. He is also a subject of ethical questions related to the recent Peekskill Associate Judge controversy since he was seen out locally dining and dancing with Democratic Party candidate Melissa Loehr just weeks before she was approved by a tainted vote.

InsidePEEK has received many messages from our readers expressing anger and disgust over the actions taken by the elected Democratic Party members of the Common Council and the never-ending reports of their misdeeds. Many claim to have more information, documents and even photos to share with us in the future. We eagerly await those submissions. Arnie Paglia and the Peekskill Dem’s Division Street Corruption

With all the inquiries and comments we have received, it is time to expose another player in the world of Peekskill Democratic Party politics – Arnie Paglia. You may have seen him over the years speaking at the podium at Common Council meetings or maybe you even ate at his restaurant, The Division Street Grill. You know, that place that people only go to one time because of how horrible the food is. Yes, the same place that was trashed on a national TV show “Restaurant Stakeout.” The title of the show is even called “Division Street Disaster.” More on the restaurant later.

Paglia has a history of directing and influencing Democratic elected officials. He gets involved in their campaigns, tells them what to believe, and then uses his influence with them to protect his illegal activities and code violations in the downtown. You see, he owns multiple properties in the Business District besides his Division Street restaurant. He owns two properties on Bank Street. One had a terrible fire a few years back because of illegal wiring and other violations – but nothing happened to him because he was protected by then Mayor Foster and the all-Democratic council. He then purchased the former Hugo’s Restaurant on Brown Street along with a partner (with whom he had a serious falling out with soon after the partnership began). Foster and the Council even directed over $170,000 in ‘grants’ to him to renovate the building – see what we mean by influence? Not surprisingly, after 5 years of ownership and financial gifts he still hasn’t opened the restaurant. Word is he is looking for new partners. His bad reputation is making it hard for him to find any. Oh, he has had offers from people who want to buy the building from him but he refuses to sell. He actually thinks he can be successful there. Maybe he has a plan to get more funds from his political friends.

Paglia even lies about his home address so he can vote in Peekskill elections and proclaim he is a Peekskill resident when speaking at meetings. He actually lives in Cortlandt Manor and uses his restaurant address as his home! Mayor Catalina recently highlighted this fact in a Council Meeting at City Hall. InsidePEEK will be monitoring the investigation that Catalina requested take place concerning his residence.

It is laughable that Paglia continues to believe he is knowledgeable about the restaurant business and business in general. He constantly attacks the Peekskill downtown Business Improvement District (BID) saying they are ineffective and that it was so much better when HE was in charge of the BID. However, InsidePEEK has learned that when Paglia was BID president he was forced out because approximately $30,000 of BID funds was unaccounted for by him. Rather than press charges against him and bring negative attention to the City, the BID Board at the time created a mutually agreed upon solution for him to quietly leave his position and keep the matter quiet. He probably assumes that so much time has passed he could get away with it. InsidePEEK has had numerous messages confirming the story.

Another tool Paglia uses to keep control over the Democrats is to host their fundraisers in his restaurant. They have even had their Election Day operation coordinated from there. It is a mutually beneficial arrangement – they both make money that is not officially claimed. The records at the Division Street Grill are not very complete – just ask the many employees (especially chefs) that don’t get paid their proper wages, or don’t get paid at all. Paglia’s newest tool, Councilman Noodle, has been holding fundraisers there for quite some time and has never claimed the proceeds from the events. InsidePEEK will be reporting more about that in a future post.

So the next time you see Arnie Paglia on TV speaking at a meeting you will know why. When you see him standing in his empty restaurant you will know why. When all his street tables are empty at a downtown festival while the other restaurants’ are full, you will know why. When Mayor Catalina has no patience for his ‘commentary’ at meetings you will know why. And eventually, when you see his restaurant boarded up, you will know why.
